Dual pricing, discounts, and surcharges
Can a business surcharge debit cards?
Direct answer
No under major card-network surcharge rules: a merchant must not apply a credit-card surcharge to debit or prepaid card transactions. That remains true when a debit card is authorized without a PIN or the customer chooses a “credit” button. The merchant’s equipment and program must identify card products correctly and prevent the surcharge from being applied.

Key facts
- Signature debit is still debit.
- Prepaid cards are not eligible for credit-card surcharging.
- The POS or terminal needs reliable card-product identification.
Why checkout labels cause confusion
A terminal’s “credit” selection can describe the authorization path rather than convert the underlying debit product into a credit card. Eligibility follows the card product and current rules.
What merchants should test
Run controlled tests using eligible credit, debit, and prepaid cards. Confirm display, receipt, refund, online, tip, and fallback behavior with the processor before launch.
When the answer changes
- Other pricing models may treat posted cash and card prices differently.
- Rules and system capabilities should be rechecked after updates.
Common mistakes
- Surcharging debit because no PIN was entered.
- Relying on staff to identify cards manually.
What to verify
- Obtain written processor confirmation of debit blocking.
- Test every device and checkout channel.
